Yes, they ATTEMPTED to accomplish a fully free nation..but without the Prime Law, those attempts were never going to be realized because easily corruptible, flaw-filled man would eventually make irrational mutations to create a ruling-class by forcibly stripping away the rights of the majority for more and more power.
